Trójkąt instytucjonalny w systemie decyzyjnym Unii Europejskiej

Praca poświęcona jest trójkątowi instytucjonalnemu w systemie decyzyjnym Unii Europejskiej, który tworzą Parlament Europejski, Rada i Komisja Europejska. Jej głównym celem jest określenie pozycji tych instytucji po wejściu w życie Traktatu z Lizbony oraz ocena zmian zachodzących w relacjach pomiędzy ponadnarodowym i międzyrządowym wymiarem integracji europejskiej. Analiza koncentruje się zarówno na formalnych kompetencjach instytucji wynikających z traktatów, jak i na praktycznym sposobie ich wykonywania. Wykazała ona, że Traktat z Lizbony wzmocnił ponadnarodowe elementy systemu decyzyjnego (w tym Parlament Europejski i Komisję), ale nie doprowadziło to do zaniku znaczenia państw członkowskich, które nadal uczestniczą w procesie decyzyjnym przede wszystkim poprzez Radę.

Abstrakt (EN)

This paper focuses on the institutional triangle within the European Union’s decision-making system, consisting of the European Parliament, the Council, and the European Commission. Its main objective is to define the positions of these institutions following the entry into force of the Treaty of Lisbon and to assess the changes taking place in the relationship between the supranational and intergovernmental dimensions of European integration. The analysis focuses both on the formal powers of the institutions as set forth in the treaties and on the practical manner in which these powers are exercised. It demonstrated that the Treaty of Lisbon strengthened the supranational elements of the decision-making system (including the European Parliament and the Commission), but this did not lead to a decline in the importance of the member states, which continue to participate in the decision-making process primarily through the Council.
