Evolution of the European Union’s strategy towards the Indo-Pacific region since 2016

Od czasu opublikowania globalnej strategii w 2016 r. Unia Europejska jest zaangażowana w proces strategicznego udoskonalania swojego podejścia do regionu Indo-Pacyfiku. Celem tego procesu było wzmocnienie profilu i strategicznej autonomii UE w regionie, przy jednoczesnym poruszaniu się w złożonej rywalizacji chińsko-amerykańskiej. W 2021 r. UE w końcu zaprezentowała swoją pierwszą wspólną strategię regionalną dla Indo-Pacyfiku, która określa otwartą i inkluzywną wizję Indo-Pacyfiku. Niezależnie od wizji współpracy, UE opracowała również strategie tematyczne mające na celu sprostanie regionalnym wyzwaniom w regionie Indo-Pacyfiku, w tym elementy rywalizacji, ze szczególnym uwzględnieniem asertywności Chin w porządku regionalnym. Wdrażanie strategii UE na rzecz Indo-Pacyfiku poczyniło pewne postępy od 2016 r., ale biorąc pod uwagę nadrzędne cele strategii UE na rzecz Indo-Pacyfiku, ogólne osiągnięcia są nadal ograniczone i wymagają dalszego monitorowania.

Since the publication of the Global Strategy in 2016, the European Union has been engaged in a process of strategic refinement of its approach to the Indo-Pacific region. The objective of this process has been to enhance the EU’s profile and strategic autonomy in the region, while navigating the complex Sino-American competition. In 2021, the EU finally unveiled its first collective regional strategy for the Indo-Pacific, which sets out an open and inclusive vision of the Indo-Pacific. Notwithstanding its cooperative vision, the EU has also developed thematic strategies to address regional challenges in the Indo-Pacific, including competitive elements with a particular focus on China’s assertiveness in the regional order. The implementation of the EU’s Indo-Pacific strategy has made some progress since 2016, but given the overarching objectives of the EU’s Indo-Pacific Strategy, the overall achievement is still limited and requires further monitoring.
