Ewolucja Policji w systemie bezpieczeństwa RP

Celem niniejszej pracy jest przedstawienie zmian w organizacji Policji w polskim systemie bezpieczeństwa od momentu powstania tej formacji do teraźniejszości. Metodą zastosowaną w niniejszej pracy jest metoda historyczna i komparatystyczna. W opracowaniu zestawiono ze sobą rożne okresy funkcjonowania aparatu Policji ze szczególnym naciskiem na współczesną funkcję tej formacji w zapewnieniu porządku publicznego. Praca składa się ze wstępu, trzech rozdziałów, zakończenia oraz bibliografii. W pierwszym rozdziale skupiono się na uwarunkowaniach historycznych terminu policja oraz na początkach formacji bezpieczeństwa. Przedstawiono role Policji od momentu jest założenia w okresie II RP, następnie przestawiono organizacje tej formacji w czasie okupacji niemieckiej. Na końcu rozdziału wspomniało o przemianie aparatu bezpieczeństwa w okresie Polski Ludowej. W drugim rozdziale omówione zostały kwestie związane z Policją w czasach III RP. W pierwszej kolejności zaprezentowana została struktura organizacyjna Policji oraz jej ustrój. W dalszej części tego rozdziału przedstawione zostały kompetencje, uprawnienia oraz zadania Policji, które zostały jej przydzielone przez ustawodawcę. Następnie zostały opisane wybrane czynności, które wykonywane są przez funkcjonariuszy. Zaprezentowano także obowiązujący w Policji podział na poszczególne służby. Rozdział trzeci poświęcony został aspektom związanym z bezpieczeństwem RP. Omówione zostały podstawowe zagadnienia związane z bezpieczeństwem i jego istotą. Przedstawione zostały definicje tego terminu dostępne w literaturze. W dalszej części tego rozdziału zaprezentowane zostały kwestie związane z systemem bezpieczeństwa RP na tle systemu bezpieczeństwa Unii Europejskiej. Omówione zostały procedury działania Policji w sytuacjach kryzysowych. Przedstawiono także kwestie odnoszące się do współdziałania Policji z innymi podmiotami systemu bezpieczeństwa.

The aim of this thesis was to present the changes in the organisation of the Police in the Polish security system from the formation of this formation to the present. The method used in this study is the historical and comparative method. The study juxtaposes the different periods of functioning of the police apparatus with particular emphasis on the contemporary functions of this formation in ensuring public order. The study consists of an introduction, three chapters, a conclusion and a bibliography. The first chapter focuses on the historical background of the term police and the origins of the security formation. The role of the police was presented from its foundation in the Second Republic, followed by the organisation of this formation during the German occupation. At the end of the chapter, the transformation of the security apparatus in the period of the People's Republic of Poland was mentioned. The second chapter discusses issues related to the Police in the Third Republic. First, the organisational structure of the Police and its system were presented. In the further part of this chapter, the competences, powers and tasks of the police, which were assigned to it by the legislator, were presented. Next, selected activities performed by police officers were described. The division of the police into individual services was also presented. The third chapter was devoted to aspects related to the security of the Republic of Poland. Basic issues related to security and its essence were discussed. Definitions of this term available in the literature were presented. In the further part of this chapter, issues related to the security system of the Republic of Poland against the background of the security system of the European Union were presented. Procedures of police action in crisis situations were discussed. Issues related to the cooperation of the Police with other entities of the security system were also presented.
