Środki nadzoru wojewody nad samorządem terytorialnym

Niniejsza praca podejmuje problematykę środków nadzoru wojewody nad samorządem terytorialnym. Poczynając od krótkiego wprowadzenia czym tak naprawdę jest samorząd terytorialny, przez przybliżenie etapów jego kształtowania się na ziemiach polskich, nawiązuje do pierwszych przejawów nadzoru nad nim. W dalszej części praca koncentruje się na środkach nadzoru, które są w zakresie wojewody. Dzieląc je w oparciu o kryterium przedmiotowe wyszczególnia środki: informacyjno-doradcze, korygujące i personalne. Ponadto nie pomija nadzoru wobec szczególnej działalności samorządu, jaką jest realizacja zadań zleconych. Omawia również etapy postępowania nadzorczego i możliwość zaskarżenia rozstrzygnięć nadzorczych wojewody przez nieusatysfakcjonowane jednostki samorządu terytorialnego.

This work deals with the issue of the governor's supervision measures over the local government. Beginning with a brief introduction of what a territorial self-government really is, through a presentation of the stages of its formation in the Polish lands, it refers to the first manifestations of its supervision. In the following part, the work focuses on the means of supervision that are within the scope of the voivode. Dividing them on the basis of the subject criterion, it singles out the following measures: informational and advisory, corrective and personal. Moreover, it does not omit supervision in relation to the specific activity of the local government, which is the implementation of commissioned tasks. It also discusses the stages of supervisory proceedings and the possibility for unsatisfied local government units to appeal against supervisory decisions of the voivode
