Infrastruktura teatrów miejskich na rzecz osób ze szczególnymi potrzebami w polityce Warszawy w latach 2014-2024

Niniejsza praca stawia sobie za cel zbadanie infrastruktury wybranych warszawskich teatrów miejskich – zarówno dla dorosłych, jak i dla dzieci – pod kątem dostępności dla osób ze szczególnymi potrzebami, w tym osób z niepełnosprawnościami, dzieci oraz ich opiekunów, a także osób starszych. Badanie opiera się na przepisach międzynarodowych, przepisach prawa krajowego oraz aktach prawa miejscowego. Przeanalizowano infrastrukturę, dostępność cyfrową oraz informacyjno-komunikacyjną takich teatrów jak: Międzynarodowe Centrum Kultury Nowy Teatr, TR Warszawa, Teatr Dramatyczny im. Gustawa Holoubka, Teatr Powszechny im. Zygmunta Hübnera oraz teatrów dla dzieci – Teatr Baj, Teatr Lalka oraz Teatr Lalek Guliwer. Analiza przeprowadzona została w oparciu o studia przypadków, wizyty terenowe, obserwacje uczestniczące oraz dostępne materiały informacyjne, udostępniane przez instytucje. Szczególną uwagę poświęcono rozwiązaniom architektonicznym, udogodnieniom technicznym (takim jak audiodeskrypcja, napisy czy tłumaczenia na język migowy), a także formom komunikacji z klientami oraz widzami. Praca ukazuje zróżnicowany poziom wdrażania zasad dostępności w badanych teatrach oraz wskazuje na dobre praktyki oraz obszary wymagające poprawy. Wnioskiem z badań oraz rozważań przeprowadzonych w pracy, okazała się konieczność poświęcenia większej uwagi tematom otwartości oraz inkluzywności warszawskich instytucji kultury. Analiza pozwoliła na wyodrębnienie teatru najlepiej dostosowanego do szczególnych potrzeb swoich widzów oraz wskazanie miejsc, które wymagają największych zmian w zakresie dostępności.

This master's thesis aims to examine the infrastructure of selected Warsaw municipal theaters - both for adults and children - in terms of accessibility for people with special needs, including people with disabilities, children and their caregivers, and the elderly. The study is based on international regulations, national laws and local acts. Infrastructure, digital accessibility and information and communication accessibility of theaters such as the Międzynarodowe Centrum Kultury Nowy Teatr, TR Warszawa, Teatr Dramatyczny, Teatr Powszechny and theaters for children - Teatr Baj, Teatr Lalka and Teatr Lalek Guliwer were analyzed. The analysis was carried out based on case studies, field visits, participatory observations and available information materials provided by the institutions. Special attention was paid to architectural solutions, technical facilities (such as audiodescription, subtitling or sign language translation), as well as forms of communication with customers and audiences. The work shows the varying level of implementation of accessibility principles in the surveyed theaters and points to good practices and areas for improvement. The conclusion of the research and the considerations was the need to pay more attention to the topics of openness and inclusiveness of Warsaw's cultural institutions. The analysis made it possible to single out the theaters best suited to the special needs of their audiences and to identify the places that require the greatest changes in terms of accessibility.
