Harmony by Choice

This chapter presents a detailed framework for ensuring national cohesion and preserving the unitary character of the proposed decentralized constitutional system. Central to this vision is a set of innovative institutions designed to balance self-governance with harmony. The College of the Voivodships will serve as a hub for coordinating decentralized policymaking and fostering peer review. A National Ranking of Public Services will comprehensively assess the quality of services delivered by local and regional governments, promoting transparency and accountability. Regions with aligned policy goals may establish structured frameworks for Close Cooperation. The popularly elected President of the Republic will hold broad oversight powers to uphold the legality of subnational measures and the constitutionality of their legislation. A strengthened National Health Fund and social security system will maintain their redistributive functions, acting as both societal glue and key pillars of Poland’s national identity.
