Partnership between Azerbaijan and Council of Europe from the perspective of the implemented programs of cooperation

Praca obejmuje tematykę partnerstwa pomiędzy Republiką Azerbejdżanu a Radą Europy. Partnerstwo to analizowane jest z perspektywy realizowanych programów. Dwa szczegółowe programy, czyli Good Governance I i Good Governance II, są dogłębnie analizowane w celu zrozumienia ogólnego zakresu współpracy i narzędzi wdrażanych przez Radę Europy w różnych instytucjach rządowych, takich jak sądownictwo. W pracy wskazano korzyści płynące ze współpracy zarówno dla Azerbejdżanu, jak i Rady Europy. Ostatecznie w artykule omówiono nowe etapy relacji strategicznych i sfery współpracy Azerbejdżanu z Unią Europejską. W artykule wykorzystano artykuły naukowe, monografie i dokumenty w celu uzyskania dowodu akademickiego i wzmocnienia hipotezy celu badawczego.

The thesis embraces the topic of the partnership between the Republic of Azerbaijan and the Council of Europe. This partnership is analysed from the perspectives of the implemented programs. Two specific programs which are Good Governance I and Good Governance II are deeply analysed in order to understand the general scope of the cooperation and the tools that are implemented by the Council of Europe in the different institutions of the government such as judiciary. The thesis identifies the benefits of the collaboration for both Azerbaijan and the Council of Europe. Ultimately, the paper covers new strategic relationship stages and spheres of the cooperation between Azerbaijan and European Union. In the paper the scientific papers, monographs and documents are used in order to elicit the academic proof and strengthen the hypothesis of the research goal.
