Unijne regulacje wspierające rozwój elektromobilności

Przedmiotem niniejszej pracy magisterskiej jest przedstawienie unijnych regulacji wspierających rozwój elektromobilności oraz analiza skuteczności podejmowanych inicjatyw prawnych, zarówno na poziomie Unii Europejskiej, jak i w wybranego państwa członkowskiego - Polski. Autor omawia m.in. Europejski Zielony Ład, pakiet legislacyjny Fit for 55 oraz regulacje dotyczące infrastruktury paliw alternatywnych, analizując ich wpływ na przyspieszenie rozwoju rynku pojazdów elektrycznych. Praca uwzględnia także kwestie ochrony rynku wewnętrznego UE przed subsydiowanym importem pojazdów elektrycznych spoza UE, zwłaszcza z Chin, oraz opisuje postępowania antysubsydyjne prowadzone przez Komisję Europejską. W ramach pracy podjęto również refleksję nad barierami technicznymi, ekonomicznymi i legislacyjnymi, które wpływają na tempo realizacji unijnych celów klimatycznych.

The subject of this master's thesis is the presentation of EU regulations supporting the development of electromobility and an analysis of the effectiveness of legal initiatives undertaken at both the European Union level and in a selected member state Poland. The author discusses, among other things, the European Green Deal, the Fit for 55 legislative package, and regulations concerning alternative fuels infrastructure, analyzing their impact on accelerating the development of the electric vehicle market. The thesis also addresses issues related to the protection of the EU internal market from subsidized imports of electric vehicles from outside the EU, especially from China, and describes the anti-subsidy proceedings conducted by the European Commission. Furthermore, the work reflects on the technical, economic, and legislative barriers that influence the pace of achieving the EU's climate goals.
