Tematem pracy jest pomoc i opieka społeczna w samorządzie terytorialnym na przykładzie miasta Siedlce. Pomoc i opieka społeczna jest traktowana jako instytucja polityki społecznej Rzeczpospolitej Polskiej. Jej celem jest opieka nad osobami, rodzinami oraz cudzoziemcami zmagającymi się z trudną sytuacją życiową, której nie są w stanie samodzielnie przezwyciężyć. W pracy opisuje, ogólne pojęcie pomocy społecznej, regulacje prawne, świadczenia przyznawane z zakresu pomocy społecznej, zadania realizowane przez gminę w ramach pomocy społecznej oraz pomoc społeczną w mieście Siedlce.

The subject of the work is social assistance and welfare in local government on the example of the city of Siedlce. Social aid and welfare is regarded as an institution of the social policy of the Republic of Poland. Its purpose is to care for individuals, families and foreigners struggling with difficult life situations that they are unable to overcome on their own. The paper describes, the general concept of social assistance, legal regulations, benefits granted under social assistance, tasks carried out by the municipality under social assistance and social assistance in the city of Siedlce.
