The central research question guiding this study is: How did the modus operandi of Ted Bundy and Jeffrey Dahmer affect social security in the United States during the 20th century? The author focuses on examining the tactics and operational methods of the perpetrators, comparing their psychological profiles, analyzing victim selection patterns, assessing the effectiveness of law enforcement responses, and evaluating the broader implications of their actions on the public safety system. A key part of the study is the identification of similarities and differences in the killers' methods, as well as an exploration of the psychological and environmental factors that shaped their behavior. The thesis is based on scholarly literature in the fields of criminology and forensic psychology, police reports, criminal analyses, FBI documentation, and verified online sources.
