Problem mieszkalnictwa w programach głównych polskich ugrupowań politycznych oraz w wypowiedziach ich liderów w czasie kampanii parlamentarnej 2023 roku – analiza porównawcza

Niniejsza praca próbuje odpowiedzieć na pytanie, jakie były programowe postulaty ugrupowań politycznych w zakresie polityki mieszkaniowej w czasie kampanii parlamentarnej 2023 r., jakie były różnice między tymi postulatami oraz jakie były propozycje liderów politycznych w tym zakresie i czy były zgodne z postulatami programowymi. Na początku przeanalizowane podstawowe pojęcia wskazując czym jest kampania wyborcza, program wyborczy oraz kim są liderzy polityczni, a także jakie są wzajemne wpływy liderów politycznych i programów wyborczych. Przeanalizowano programy oraz w niektórych przypadkach inne dokumenty ugrupowań, których reprezentanci zasili szeregi posłów lub senatorów po rzeczonej kampanii. Następnie przywołano wypowiedzi liderów politycznych ugrupowań. Wszystko to zostało ostatecznie krótko podsumowane, wskazując, że większość istotnych ugrupowań określa problem mieszkalnictwa jako istotny i proponuje wiele jego rozwiązań, jednak często rozwiązania te istotnie różnią się między danymi ugrupowaniami. Wypowiedzi liderów natomiast w przeważającej mierze pozostają zgodne z postulatami programowymi danych ugrupowań.

This paper attempts to answer the question of what were the programmatic proposals of political grouping in the field of housing policy during the 2023 parliamentary campaign, what were the differences between these proposals, and what were the proposals of political leaders in this area and whether they were in line with programmatic proposals. At the beginning of the paper, the basic concepts were analyzed, pointing out what an election campaign and an election program are, and who the political leaders are, as well as the mutual influence of political leaders and election programs. Programs and, in some cases, other documents of political groupings whose representatives became members of the parliament after the campaign in question were analyzed. Then the statements of the political leaders of the political groupings were cited. All this was finally briefly summarized, indicating that most of the relevant political groupings identify housing as important subject and propose many solutions to it, but often th solutions differ significantly between the groupings in question. The statements of the leaders, on the other hand, for the most part remain consistent with the programmatic proposals of the respective groupings.
