Zdrowie zwierząt i środowiska w dobie kryzysu klimatycznego. Krytyczna analiza koncepcji One Health

Jednym z kluczowych wyzwań współczesnego świata jest zmiana klimatu, której skutki mają wielowymiarowy charakter, w tym także wymiar zdrowotny. Zmiana klimatu jako problem zdrowotny została ujęta m.in. w koncepcji One Health, zakładającej, że zdrowie ludzi, zwierząt pozaludzkich oraz środowiska jest ze sobą powiązane. Celem niniejszej pracy jest krytyczna analiza podejścia One Health pod kątem reprezentacji zwierząt i środowiska, tj. wartości im przypisywanych w ramach tej koncepcji. Analizie poddano znaczenie pojęć „zdrowie zwierząt” oraz „zdrowie środowiska”, a także omówiono główne konteksty, w jakich pojawiają się one w ramach One Health. Uwzględniono również historię podejścia oraz jego najważniejsze inicjatywy. Przeprowadzona analiza tekstów z zakresu One Health oraz dokumentów organizacji zaangażowanych w jego promocję ujawnia braki dotyczące podstaw etyczno-filozoficznych podejścia, przejawiające się m.in. niejasną rolą zwierząt i środowiska, instrumentalnym traktowaniem ich zdrowia oraz brakiem ram etycznych umożliwiających rozstrzyganie konfliktów interesów między poszczególnymi aktorami. W konsekwencji obecna forma One Health ma charakter antropocentryczny. Jednocześnie jednak podejście to stwarza przestrzeń do potencjalnych rozszerzeń. W pracy zaprezentowano propozycje bardziej progresywnych interpretacji One Health oraz rozwiązań, które mogłyby wzmocnić pozycję zwierząt i środowiska w obrębie tego podejścia, przyczyniając się do zmniejszenia jego antropocentrycznego charakteru.

One of the key challenges of the contemporary world is climate change, whose consequences are multidimensional, encompassing significant impacts on health. Climate change as a health issue is addressed, among other frameworks, within the One Health concept, which posits that the health of humans, non-human animals, and the environment are interconnected. The aim of this thesis is to provide a critical analysis of the One Health approach with regard to the representation of animals and the environment — that is, the values attributed to them within this framework. The analysis examines the meanings of the terms animal health and environmental health, as well as the main contexts in which they appear within One Health. The history of the approach and its key initiatives are also considered. An analysis of One Health literature and documents produced by organisations involved in promoting the approach reveals several gaps in its ethical and philosophical foundations. These gaps manifest in the unclear roles of animals and the environment, the instrumental treatment of their health, and the absence of ethical frameworks capable of addressing conflicts of interest among different actors. Consequently, the current form of One Health remains anthropocentric. At the same time, however, the approach provides space for potential expansion. This thesis presents proposals for more progressive interpretations of One Health and for solutions that could strengthen the position of animals and the environment within the framework, thereby reducing its anthropocentric character.
