Polityka przeciwdziałania alkoholizmowi na szczeblu lokalnym na przykładzie Miasta i Gminy Serock

Praca licencjacka dotyczy problematyki przeciwdziałania alkoholizmowi na szczeblu lokalnym, z uwzględnieniem systemu wsparcia realizowanego w Mieście i Gminie Serock. Celem pracy było zbadanie, jakie działania podejmowane są w tym zakresie, jaka jest ich skuteczność oraz w jakim stopniu lokalna polityka odpowiada na potrzeby społeczności. W pracy przeanalizowano dane empiryczne z lat 2023–2024, dotyczące m.in. funkcjonowania Gminnej Komisji Rozwiązywania Problemów Alkoholowych, procedur Niebieskiej Karty, działań punktu konsultacyjnego oraz dostępności pomocy psychologicznej i grup wsparcia. Na podstawie analizy sformułowano wnioski i rekomendacje dla usprawnienia lokalnego systemu przeciwdziałania uzależnieniom. Praca wskazuje, że Gmina Serock realizuje politykę zgodną z krajowymi wytycznymi, lecz dostrzegalne są także obszary wymagające wzmocnienia, w szczególności w zakresie profilaktyki i współpracy międzyinstytucjonalnej.

The bachelor's thesis deals with the issue of combating alcoholism at the local level, taking into account the support system implemented in the City and Commune of Serock. The aim of the study was to examine the actions taken in this area, their effectiveness, and the extent to which local policy meets the needs of the community. The paper analyzes empirical data from 2023–2024, including the functioning of the Municipal Commission for Alcohol Problem Resolution, the procedures of the Blue Card, the activities of the consultation point, and the availability of psychological help and support groups. Based on the analysis, conclusions and recommendations were formulated to improve the local addiction prevention system. The report indicates that the Serock Commune implements a policy in line with national guidelines, but there are also areas that require strengthening, particularly in the field of prevention and inter-institutional cooperation.
