As an important case study in analyzing geopolitical relations in the Levant, the display of the Iraqi/Syrian relationship demonstrates how internal variables amalgamate with external variables to change the local landscape between 2011-2024. Utilizing a comprehensive academic approach, this research disaggregates and assesses the theoretical components, political, security, and economic dimensions that influenced the development of bilateral relations between Baghdad and Damascus during an extended time of uncertainty and fundamental structural change. The analytical basis of this research intersects two leading international relations paradigms; structural realism (neorealism) with both defensive and offensive branches, which looks at how the behavior of states is motivated under an anarchic international system where there is no higher central authority, and therefore the top strategic priority of any nation-state is survival; and role theory which provides unique analytical tools to understand the reciprocal expectations between actors and to explain how major and regional power actors have used sectarian identities and historical connections to cultivate networks of trans-border proxies and thereby adversely affect the national sovereignty of severely fractured state structures. Through its development of the preceding chapters of this research, the study examines two historical traditional ideological rifts present within the Party of Ba'ath prior to 2011, as well as the two opposing poles of this Arab match up - Iraq vs. Syria - during the period of the Cold War and since 1966. This has led to the competing countries using (to a lesser degree than previous) a zero-sum game that can be characterized by the use of proxy military operations, as well as the use of indirect means such as energy supply cuts, as characterized by the closure of the oil pipeline between Kirkuk and Banias throughout the course of the Iran/Iraq War. In the post 2003 invasion by the United States of Iraq, the bilateral relationship moved into a new stage of the Government of Syria being under siege from US & Saudi Arabian forces occupying their borders, while concurrently being presented as a high-level existential threat due to the potential for direct military action, thus allowing the Syrian Government to play a more active role in supporting the movement of insurgent fighters (refuse fighters) through Syria into Iraq against US military intervention in Iraq. The re-start of conflict within Syria, following the eruption of a civil war in 2011, changed the state of law concerning the borders between Syria and Iraq from being political lines (defined state borders between sovereign nations) to becoming open, cross-identified theatres of conflict that were attacked directly by various cross-border participants. This research includes a thorough examination of key international actors, the most significant of whom is the United States, who have implemented multiple military methods (defined by their activities at the Al Tanf military base, including creating a 55 kilometer de-confliction zone) and have used their economic sanctions on the Caesar Act to isolate the Iraqi banking system from all international funding sources and to create obstacles to humanitarian assistance in Syria (and to the Syrian people), as well as to limit any re-building (reconstruction) or ongoing commercial activity in Iraq. This research highlights the prominence of the Russian Federation through its decisive military and political actions; this was exemplified when in September 2015 it intervened directly into Syria in order to restore the balance of power and to defend the Syrian state; the Russian Federation has also made use of quadrilateral coordination chambers set up in Baghdad to enhance coordination and security while increasing its intelligence capabilities.
