WPŁYW REGULACJI ADMINISTRACYJNYCH NA DOSTĘPNOŚĆ USŁUG ZDROWOTNYCH W POLSCE

Poniższa praca „Wpływ regulacji administracyjnych na dostępność usług zdrowotnych w Polsce” przedstawia akty, w których uregulowany został system opieki zdrowotnej, rodzaje regulacji administracyjnych i ich wpływ na dostępności do opieki zdrowotnej. Praca zawiera ocenę efektywności i problemów związanych z aktualnymi regulacjami administracyjnymi systemu zdrowia. Omówione zostały instytucje zarządzające i nadzorujące system ochrony zdrowia, a także przedstawiono strukturę placówek medycznych. Zaprezentowano akty prawne, wskazując ich rolę w kształtowaniu warunków organizacyjnych i dostępności usług. Dokonano klasyfikacji regulacji administracyjnych i podzielono je na cztery rodzaje, mianowicie regulacje dotyczące finansowania świadczeń zdrowotnych, infrastruktury medycznej, czasu oczekiwania na świadczenie oraz kadry medycznej. Na tej podstawie przeprowadzono analizę ich wpływu na dostępność do usług zdrowotnych. Najbardziej skupiono się na problemach związanych z nadmierną biurokracją, ograniczoną elastycznością systemu oraz nierównościami w poszczególnych regionach Polski. Zaproponowano zmiany w obowiązujących regulacjach m.in. uproszczenie procedur czy utworzenie zintegrowanego systemu informatycznego. Głównym celem pracy było wskazanie rozwiązań, dzięki którym system zdrowia ulegnie poprawie i zwiększy się jego dostępność dla pacjentów.

The present work, entitled The Impact of Administrative Regulations on the Availability of Healthcare Services in Poland, presents the acts regulating the healthcare system, the types of administrative regulations, and their impact on the availability of healthcare. The paper assesses the effectiveness and problems associated with the current administrative regulations of the healthcare system. It discusses the institutions that manage and supervise the healthcare system and presents the structure of medical facilities. It presents legal acts, indicating their role in shaping the organisational conditions and accessibility of services. Administrative regulations are classified and divided into four types, namely regulations concerning the financing of health services, medical infrastructure, waiting times for services and medical staff. On this basis, an analysis of their impact on the accessibility of health services is carried out. The focus was on problems related to excessive bureaucracy, limited flexibility of the system and inequalities in individual regions of Poland. Changes to the existing regulations were proposed, including simplification of procedures and the creation of an integrated IT system. The main objective of the work was to identify solutions that would improve the healthcare system and increase its accessibility to patients.
