Participation of the national parliaments and the crisis of democratic legitimacy of the European Union

Przedmiotem badania są zróżnicowane formy partycypacji parlamentów państw członkowskich UE w procesach politycznych UE. Zostanie dokonana ocena intensywności analizowanej partycypacji poprzez zastosowanie koncepcji klasyfikacji partycypacji wyróżniającej: partycypację bierną i aktywną. Badanie to ma istotne znaczenie w kontekście partycypacji obywateli, których bezpośrednim reprezentantem są wybierani przedstawiciele do parlamentów narodowych (PN). W artykule weryfikuje się hipotezę, że wielość form partycypacji PN w procesach politycznych w Unii Europejskiej wzmacnia jej legitymację demokratyczną poprzez zwiększenie stopnia przejrzystości i odpowiedzialności instytucji UE oraz poprawę komunikacji międzypoziomowej na linii instytucje UE a organy władzy krajowej. Aktywne formy partycypacji zwiększają wpływ PN na procesy polityczne UE. Natomiast szeroki zakres ich nieformalnego udziału zwiększa efektywność ponadnarodowego procesu podejmowania decyzji, w szczególności obniżając technokratyczny charakter podejmowanych decyzji.

The aim of the research is various forms of participation of the EU Member States Parliaments in the political processes of the European Union. The assessment of the intensity of the analyzed participation will be made by applying the concept of classification of the distinguished participation, which includes passive and active participation. This study has significant impact in context of participation of citizens, whose direct representatives are elected members of the national Parliaments (NP). The article verifies the hypothesis that the variety of forms of participation of NP in the political processes in EU strengthens the democratic legitimacy by increasing transparency and accountability of the EU institutions and by improving cross-level communication lines between the EU institutions and national authorities. Active forms of participation increase influence of NP on the political processes EU. However, a wide range of informal participation increases the effectiveness of supranational decision-making processes, in particular, reducing the technocratic nature of the decisions.
