Common Agricultural Policy as a path to non-discriminatory and sustainable development in agriculture

W niniejszej pracy poruszone zostały kwestie dotyczące obecnego i przyszłego stanu sektora rolnego Unii Europejskiej oraz wpływu, jaki wywiera na niego Wspólna Polityka Rolna. W szczególności skupiono się na analizie instrumentów i strategii politycznych stworzonych w celu zapewnienia równego dostępu do możliwości, uczciwej konkurencji, rozwoju oraz regulacji łańcucha dostaw w tym sektorze. Są to kluczowe elementy regulacji rolniczych, które od czasu wprowadzenia Wspólnej Polityki Rolnej przeszły ewolucję systemową i uległy zmianom. Niniejsza praca analizuje ich rozwój oraz rozważa ich sukces w kontekście dążenia do stworzenia sektora rolnego opartego na zasadach niedyskryminacji i zrównoważonego rozwoju. Należy zauważyć, że różne podejścia do wdrażania nie tylko regulacji rynkowych, ale także zachęt finansowych i dotacji, mają bezpośredni wpływ na praktyki państw członkowskich oraz sytuację ekonomiczną gospodarstw rolnych i producentów rolnych w Unii Europejskiej. Niniejsza praca przedstawia zatem i analizuje konkretne przykłady ilustrujące mechanizmy wsparcia dla gospodarstw rolnych oraz podejście do aktualnych wyzwań stojących przed sektorem rolnym, a mianowicie równowagę między utrzymaniem lub intensyfikacją produkcji a wdrażaniem przemian w sektorze.

This thesis discusses issues concerning the current and future state of the agricultural sector of the European Union and the influence of the Common Agricultural Policy has on it. More specifically, the focus lies in the analysis of instruments and policies created to ensure equal access to opportunities, fair competition, development and supply chain regulation in this sector. These are key elements within agricultural regulations that have undergone a systemic evolution and have shifted since the introduction of the Common Agricultural Policy. This thesis analyses their development and relative success in terms of achieving a non-discriminatory and sustainable agricultural sector. It must be noted that different approaches to the implementation of not just market regulations, but also financial incentives and subsidies, directly impact the practices of Member states and the economic standing of farms and agricultural producers within the European Union. This thesis thus presents and analyses specific examples which illustrate support mechanisms for farms and the attitude towards existing concerns facing the agricultural sector, namely the balance between maintaining or intensifying production while implementing transformations in the sector.
