Ostpolitik w niemieckiej debacie publicznej po inwazji Rosji na Ukrainę

Praca opisuje dotychczasową politykę wschodnią Niemiec oraz wpływ inwazji Federacji Rosyjskiej na Ukrainę na zwrot w polityce wschodniej Niemiec określany jako zmiana czasów (Zeitenwende). Praca podzielona jest na cztery części. Pierwsza z nich ma charakter teoretyczny i opisowy. Został w niej przedstawiony zarys polityki wschodniej RFN, jej geneza oraz charakterystyka poszczególnych aktorów mających wpływ na kształtowanie się obecnej Ostpolitik. Następnie porównano ramy polityki wschodniej sprzed inwazji oraz po niej. Ostatni z rozdziałów zawiera podsumowanie działań koalicji rządzącej oraz porównanie ich z zapowiadanymi zmianami. Celem niniejszej pracy jest przedstawienie założeń zwrotu w polityce wschodniej Niemiec w perspektywie porównawczej z dotychczasowymi działaniami RFN oraz ocena trwałości zapowiedzianych zmian. Problem badawczy pracy stanowi ewolucja debaty publicznej na temat polityki wschodniej Niemiec pod wpływem agresji zbrojnej Federacji Rosyjskiej na Ukrainę oraz porównanie celów deklarowanych i rzeczywistych działań aktorów kształtujących Ostpolitik. Metody badawcze użyte w pracy to analiza dokumentów oraz metoda porównawcza. Źródła pochodzą ze stron internetowych, oficjalnych dokumentów zamieszczonych na stronach rządowych oraz zapisów wypowiedzi wybranych aktorów debaty publicznej.

The master's thesis describes Germany's eastern policy to date and the impact of the Russian Federation's invasion of Ukraine on the turn in Germany's eastern policy known as the change of times (Zeitenwende). The thesis is divided into four parts. The first one is theoretical and descriptive. It outlines Germany's eastern policy, its origins and the characteristics of the various actors influencing the the current Ostpolitik (eastern policy). In the following parts, it compares the framework of Eastern policy before and after the invasion of Ukraine. The last chapter summarizes the ruling coalition's actions and compares them with the announced changes. The purpose of this paper is to put the assumptions of the turnaround in Germany's eastern policy into a comparative perspective with Germany's past actions and to assess the sustainability of the announced changes. The research problem is the evolution of the public debate on Germany's Eastern policy under the influence of the armed aggression of the Russian Federation against Ukraine, and a comparison of the goals of the declared and actual actions of the actors shaping Ostpolitik.
