Polityka prezydenta Francji Emmanuela Macrona wobec Ukrainy po eskalacji konfliktu w lutym 2022 roku

Założeniem pracy jest przedstawienie działań Francji na rzecz Ukrainy po eskalacji konfliktu w lutym 2022 r. Działania zostały zbadane przez pryzmat deklaracji głowy państwa – prezydenta Republiki Francuskiej – Emmanuela Macrona. Praca poddaje analizie źródła pierwotne, tj. przemówienia do narodu (fr. L’adresse aux français) oraz inne deklaracje (pisemne i werbalne), a także konkluzje spotkań podawanych do wiadomości publicznej. Analizowane dokumenty obejmują okres od 24 lutego 2022 do 31 maja 2024 r. Celem pracy jest zbadanie spójności działań Emmanuela Macrona z werbalnymi zobowiązaniami zawartymi w jego wystąpieniach. W konsekwencji rozważań podjęta została próba odpowiedzi na dwa pytania badawcze: Czy polityka Francji w stosunku do Ukrainy ma na celu zapewnienie bezpieczeństwa Francji czy jest ona dążeniem do ogólnego bezpieczeństwa w Europie? oraz Czy Emmanuel Macron reprezentuje partykularne interesy Francji wobec konfliktu w Ukrainie czy też ma na względzie wspólne interesy sojuszników? W pracy przeanalizowano również instytucję głowy państwa oraz założenia prezydentury obecnego prezydenta – Emmanuela Macrona, które zrekonstruowano na podstawie materiałów z dwóch kampanii wyborczych. Dokonano również krótkiego przeglądu chronologii wydarzeń konfliktu.

The purpose of the work is to present France's actions in favor of Ukraine after the escalation of the conflict in February 2022. The actions were examined through the prism of the declaration of the head of state - President of the French Republic - Emmanuel Macron. The work analyzes primary sources, i.e. speeches to the nation (Fr.: L'adresse aux français) and other declarations (written and verbal), as well as the conclusions of meetings made public. The documents analyzed cover the period from February 24, 2022 to May 31, 2024. The purpose of the study is to examine the consistency of Emmanuel Macron's actions with the verbal commitments contained in his speeches. As a consequence of the considerations, an attempt is made to answer two research questions: Is France's policy towards Ukraine aimed at ensuring France's security or is it a pursuit of general security in Europe? and Does Emmanuel Macron represent France's particular interests towards the conflict in Ukraine or does he have in mind the common interests of the allies? The paper also examines the institution of the head of state and the assumptions of the presidency of the current president, Emmanuel Macron, which were reconstructed on the basis of materials from two election campaigns. A brief review of the chronology of events of the conflict is also undertaken.
