Szczególną uwagę poświęcono przemianom społecznym, które pozwoliły na zintensyfikowanie działań ochronnych wobec przyrody. Dodatkowo, przeanalizowano raporty z zakresu ochrony przyrody, w tym obszarów Natura 2000, które są alarmujące dla aktualnej sytuacji przyrody na świecie. Europejska Sieć Ekologiczna Natura 2000 może stanowić istotny impuls dla państw członkowskich, aby przyspieszyć prace legislacyjne poświęcone ochronie przyrody. Tak skonstruowana sieć wymaga sprawnej kooperacji na poziomie międzynarodowym, stąd w interesie wszystkich jest sprawne wprowadzenie tego typu ochrony. Raporty Najwyższej Izby Kontroli w Polsce konsekwentnie uświadamiają, jak wiele trzeba poprawić w zakresie wdrażania tej sieci w Polsce oraz jej koordynowaniu. Na koniec, zwrócono uwagę na funkcjonujące we Wspólnocie różnice w obszarze implementacji form ochrony prawnej obszarów Natura 2000, poprzez zarys ustawodawstwa na Słowacji i w Czechach.

This study focuses on the European Natura 2000 network in Poland and the European Union. It provides a detailed overview of the history of the introduction of this type of nature conservation in the European Union and Poland. Close attention is paid to the social changes that have enabled the intensification of nature conservation efforts. Additionally, reports on nature conservation, including those concerning Natura 2000 sites, which present an urgent warning regarding the current state of nature worldwide, were analyzed. The European Natura 2000 Network can serve as a significant impulse for member states to accelerate legislative efforts dedicated to nature conservation. A network structured in this way requires effective cooperation at the European level; therefore, it is in our common interest to ensure the efficient implementation of this type of protection. Reports from the Supreme Audit Office in Poland consistently highlight how significant improvements are needed regarding the implementation and coordination of this network in Poland. Although the concept of Natura 2000 sites is justified, the effectiveness of the entire network at the EU level may be undermined by the ineffective or insufficient involvement of individual national governments, including Poland’s. In conclusion, attention was drawn to the differences within the EU in the implementation of legal protection measures for Natura 2000 sites, as illustrated by an overview of legislation in Slovakia and the Czech Republic.
