Rola funduszy Unii Europejskiej w rozwoju infrastruktury sportowej w województwie mazowieckim w latach 2014–2020

Przedmiotem dysertacji jest ocena wpływu funduszy Unii Europejskiej na rozwój infrastruktury sportowej na Mazowszu w latach 2014–2020. Analiza została oparta na badaniu polityki spójności, uwarunkowań prawno-instytucjonalnych oraz studiach przypadku. Zgromadzony materiał badawczy pozwolił udowodnić fundamentalną i często substytucyjną rolę kapitału europejskiego w modernizacji bazy rekreacyjnej oraz lokalnej integracji społeczno-gospodarczej. Wykazano, że sukces aplikacyjny zależał bezpośrednio od sprawności kadrowej urzędów, co wyraźnie faworyzowało silniejsze ośrodki. Zdiagnozowano również korzyści z hybrydyzacji projektów polegającej na łączeniu sportu z termomodernizacją oraz przeprowadzono badania barier w postaci rygoryzmu Prawa Zamówień Publicznych i niestabilności rynku budowlanego.

The subject of the dissertation is an evaluation of the impact of European Union funds on the development of sports infrastructure in the Masovian Voivodeship in the years 2014–2020. The analysis was based on an examination of cohesion policy, the legal and institutional framework, as well as case studies. The collected research material demonstrated the fundamental, and often substitutive, role of European funding in the modernization of recreational facilities and local socio-economic integration. It was shown that application success depended directly on the administrative capacity of local offices, which clearly favored stronger centers. The study also identified the benefits of project hybridization, which involved combining sports investments with energy retrofitting, and examined barriers such as the strictness of the Public Procurement Law and the instability of the construction market.
