Udział Wojsk Obrony Terytorialnej w zarządzaniu kryzysowym

Przedmiotem pracy jest zbadanie udziału Wojsk Obrony Terytorialnej (dalej WOT) zarządzaniu kryzysowym (dalej ZK) w Polsce. Praca jest też próbą odpowiedzi na pytania, jaką rolę obrona terytorialna odgrywała w historii Polski, a także – w jaki sposób i z jakich przyczyn powstała aktualna koncepcja ich wykorzystania w obecnym kształcie, jak jest to realizowane oraz jakie mogą być dalsze kierunki ich rozwoju. Rozdział pierwszy porusza historyczny kontekst funkcjonowania WOT w Polsce, ukazując ewolucję ich zadań i organizacji. Przeanalizowane zostało tu powstawanie współczesnej koncepcji WOT zarówno pod względem ich misji w systemie bezpieczeństwa narodowego, jak i struktury i organizacji, które były odpowiedzią na zmieniające się zagrożenia i wyzwania dla bezpieczeństwa Polski. Kolejny rozdział poświęcony jest analizie ogólnych wiadomości z zakresu ZK potrzebnych do zrozumienia roli, jaką pełnią w nim WOT. W tej części pracy zostaną omówione kluczowe akty prawne oraz koncepcje z zakresu ZK. Rozdział trzeci dotyczy obecnej koncepcji funkcjonowania WOT w systemie ZK, jej realizacji oraz porównania ich zadań z podobnymi formacjami za granicą. Opisano tu strukturę organizacyjną WOT, zakres ich działań, a także współpracę z innymi służbami oraz organami administracji publicznej w ramach ZK. Uwzględniono także konkretne przykłady interwencji WOT w sytuacjach kryzysowych, takich jak klęski żywiołowe oraz wsparcie społeczeństwa w obliczu pandemii.

The subject of the work is to examine the participation of the Territorial Defense Forces (hereinafter referred to as WOT) in crisis management (hereinafter referred to as ZK) in Poland. The work is also an attempt to answer the questions what role territorial defense has played in the history of Poland, as well as - how and for what reasons the current concept of their use in its current form was created, how it is implemented and what may be the further directions of their development. The first chapter discusses the historical context of the functioning of WOT in Poland, showing the evolution of their tasks and organization. The development of the modern WOT concept was analyzed here, both in terms of their mission in the national security system, as well as the structure and organization that were a response to changing threats and challenges to Poland's security. The next chapter is devoted to the analysis of general information in the field of ZK needed to understand the role of WOT in it. This part of the work will discuss key legal acts and concepts in the field of ZK. The third chapter concerns the current concept of WOT functioning in the ZK system, its implementation and comparison of their tasks with similar formations abroad. The organizational structure of the WOT, the scope of their activities, as well as cooperation with other services and public administration bodies within the ZK are described here. Specific examples of WOT interventions in crisis situations, such as natural disasters and public support in the face of a pandemic, were also included.
