Polska polityka wschodnia po 1989 w świadectwach jej twórców

Celem projektu jest zebranie świadectw osób, które współtworzyły polską politykę wschodnią (głównie wobec Rosji) po roku 1989. Początki wschodniej polityki demokratycznej Polski są ściśle powiązane ze zmianami zachodzącymi w samym państwie. Rozmowy z ludźmi – uczestnikami wydarzeń – pozwalają lepiej zrozumieć wagę, złożoność, a także dalekosiężne konsekwencje procesów sięgających końca lat osiemdziesiątych. W ramach projektu stawiane są pytania dotyczące postrzegania ZSRR/Rosji, zmian i funkcjonowania MSZ po 1989, pamięci instytucjonalnej MSZ w kontekście polityki wschodniej, procesów decyzyjnych czy specyfiki relacji polsko-rosyjskich. Niezwykle ważne jest podjęcie tych badań teraz, bo z perspektywy ponad 30 lat można spojrzeć na przeszłość z większym dystansem i trafniej ocenić rangę wydarzeń. Zebranie tych świadectw jest aktem zbierania cennych materiałów źródłowych, z których mogą skorzystać inni badacze.

Badania mają formę wywiadów eksperckich. Na potrzeby wywiadu został sporządzony zestaw pytań. Na jego podstawie każdorazowo jest sporządzony zindywidualizowany arkusz pytań uwzględniający czas i rolę odegraną w polityce przez danego rozmówcę (np. osoby aktywne w okresie 1989-1993 dostaną pytania dotyczące przede wszystkim tego okresu). Po udzieleniu rozmówcy informacji o celu projektu i wyrażeniu przez niego/ nią zgody, wywiad jest nagrywany. Czas trwania rozmowy od 2-3h. Po spotkaniu sporządzona jest transkrypcja, która następnie przesłana jest uczestnikowi badań do autoryzacji. Transkrypcje po autoryzacji są zdeponowane w Repozytorium Instytucjonalnym UW.

The aim of the project is to collect testimonies of people who co-created Poland's eastern policy (mainly towards Russia) after 1989. The beginnings of Poland's eastern democratic policy are closely linked to the changes taking place in the country itself. Conversations with people - participants in the events - allow us to better understand the importance, complexity, as well as the far-reaching consequences of the processes dating back to the late 1980s. The project seeks to grasp the perception of the USSR/Russia, the changes and functioning of the Ministry of Foreign Affairs after 1989, the institutional memory of the Ministry of Foreign Affairs in the context of Eastern policy, decision-making processes or the specifics of Polish-Russian relations. It is extremely important to undertake this research now, because from the perspective of more than 30 years it is possible to look at the past with more distance and more accurately assess the rank of events.

The research takes the form of expert interviews. For the purpose of the interview, a set of questions has been drawn up. Based on it, an individualized question sheet is drawn up each time, taking into account the time and the role played in politics by the interviewee in question (e.g., those active in the 1989-1993 period will get questions relating primarily to this period). After the interviewee is given information about the purpose of the project and he/she agrees, the interview is recorded. Duration of the interview from 2-3h. After the meeting, a transcript is made, which is then sent to the research participant for authorization. Transcriptions after authorization are deposited in the UW Institutional Repository.
