Prokuratura Europejska w Systemie Bezpieczeństwa UE: rola, zadania oraz wyzwania

Przestępczość gospodarcza i finansowa, w tym nadużycia przeciwko interesom finansowym Unii Europejskiej, stanowią istotne wyzwanie dla struktur wspólnotowych.
W odpowiedzi na rosnącą skalę transgranicznych oszustw oraz potrzebę skuteczniejszego ścigania przestępstw naruszających budżet UE, powołano Prokuraturę Europejską (EPPO). Celem niniejszej pracy jest analiza genezy, struktury, kompetencji oraz funkcjonowania EPPO, jak również jej wpływu na systemy prawne państw członkowskich, w szczególności Polski. W pracy omówiono podstawy prawne działalności EPPO, katalog przestępstw objętych jej jurysdykcją, a także procedury współpracy z organami krajowymi. Przeanalizowano również wyzwania związane z wdrażaniem mechanizmów śledczych w różnych państwach członkowskich oraz perspektywy rozwoju tej instytucji. Badania empiryczne przeprowadzone na potrzeby pracy pozwoliły ocenić skuteczność oraz poziom świadomości działania EPPO w Polsce

Economic and financial crime, including abuses against the financial interests of the European Union, constitutes a significant challenge for the structures of the European community. In response to the growing scale of cross-border fraud and the need for more effective prosecution of crimes affecting the EU budget, the European Public Prosecutor’s Office (EPPO) was established. The aim of this thesis is to analyze the origin, structure, competences, and functioning of the EPPO, as well as its impact on the legal systems of the Member States, in particular Poland. The thesis discusses the legal foundations of the EPPO’s operations, the catalog of offences under its jurisdiction, and the procedures for cooperation with national authorities. It also analyzes the challenges related to implementing investigative mechanisms in various Member States and the development prospects of this institution. Empirical research conducted for the purpose of this study made it possible to assess the effectiveness and the level of awareness of EPPO’s activities in Poland.
