Rola i znaczenie Unii Europejskiej w kształtowaniu i implementacji Porozumienia Paryskiego

Praca opiera się na analizie specyfiki Unii Europejskiej w międzynarodowym reżimie zmian klimatycznych. Unia Europejska działa dwupoziomowo - jako państwa członkowskie, posiadające różne priorytety i interesy oraz jako organizacja z samodzielnymi kompetencjami i konkretnym mandatem. Celem pracy jest wyjaśnienie roli i znaczenia Unii Europejskiej w procesie kształtowania, a następnie implementacji Porozumienia Paryskiego. Ze względu na swoją potęgę normatywną, była w stanie oddziaływać na innych aktorów i podjąć działania w walce ze zmianami klimatu. Analiza przyczyni się do lepszego zrozumienia roli Unii Europejskiej w kontekście efektywności działań i zaangażowania w przeciwdziałanie skutkom zmian klimatu.

This thesis is based on an analysis of the specific nature of the European Union within the international climate change regime. The European Union operates on two levels – as a group of member states with differing priorities and interests, and as an organization with its own competencies and a distinct mandate. The aim of the study is to explain the role and significance of the European Union in the process of shaping and subsequently implementing the Paris Agreement. Owing to its normative power, the EU has been able to influence other actors and take action in the fight against climate change. The analysis contributes to a better understanding of the European Union’s role in terms of the effectiveness of its actions and its commitment to addressing the impacts of climate change.
