Stosunki Unii Europejskiej z Federacją Rosyjską w latach 2014–2021. Wybrane aspekty

Przedmiotem poniższej pracy jest analiza zmian w relacji łączącej Unię Europejską i Federację Rosyjską, w świetle problematyki bezpieczeństwa zewnętrznego i ekonomicznego. Przedstawiono kolejne etapy intensyfikacji konfliktu politycznego, obejmującego przyczyny, w tym ważne wydarzenia historyczne i różnice ideologiczne, oraz skutki w postaci wprowadzenia sankcji politycznych oraz gospodarczych i znacznego ograniczenia dialogu dyplomatycznego. W aspekcie ekonomicznym, znaczny nacisk położono na zależności bezpieczeństwa energetycznego i dywersyfikacji źródeł energii. Dominującymi kwestiami z zakresu polityki i dyplomacji stały się natomiast problemy działań wewnętrznych obu podmiotów oraz wzajemny sprzeciw wobec sposobów prowadzenia polityki zagranicznej. Praca stosuje ponadto teorie realizmu i liberalizmu w celu interpretacji różnic w motywacjach politycznych obu stron, wskazując tym samym na odmienność podejść do kwestii bezpieczeństwa wewnętrznego, władzy, suwerenności i równowagi sił prowadzącą do powstawania licznych przeszkód w utrzymaniu spójności wzajemnych strategii i integracji bilateralnej.

The subject of the following work is an analysis of changes in the relationship between the European Union and the Russian Federation, in the light of external and economic security issues. The successive stages of the intensification of the political conflict are presented, covering the causes, including important historical events and ideological differences, and the consequences in the form of the introduction of political and economic sanctions and a significant reduction in diplomatic dialogue. On the economic aspect, considerable emphasis was placed on energy security dependencies and diversification of energy sources. The dominant political and diplomatic issues, on the other hand, became the problems of internal actions of both actors and mutual opposition to the ways of foreign policy. The work furthermore applies the theories of realism and liberalism to interpret the differences in the political motivations of the two parties, thus indicating the divergence of approaches to internal security, power, sovereignty and balance of power leading to numerous obstacles to the coherence of mutual strategies and bilateral integration.
