Expansive opportunist. European Commission policy on rule of law

Celem artykułu jest przedstawienie koncepcji naukowej „ukierunkowanego oportunisty” na przykładzie polityki Komisji Europejskiej (KE) wokół sporu o praworządność w UE. W szczególności celem badania jest ukazanie ekspansji kompetencyjnej KE, warunków politycznych i ideologicznych ułatwiających tę ekspansję, a także towarzyszącego temu procesowi rosnącego upolitycznienia KE, jej arbitralności i dyskrecjonalności działań.

The aim of the article is to present the academic concept of a “purposeful opportunist” on the example of the European Commission’s policy around the dispute over the rule of law in the EU. In particular, the purpose of the study is to show the expansion of the Commission’s competences, the political and ideological conditions facilitating this expansion, as well as the growing politicisation of the Commission accompanying this process, its arbitrariness and discretionary actions.
