Szkolenie i doskonalenia kadr kierowniczych w polskiej Policji

W artykule autor przedstawił tworzenie na początku lat 90. XX w. od podstaw szkolenia i doskonalenia kadr kierowniczych polskiej Policji. Ściśle wiązało się z transformacją służb policyjnych w naszym kraju, która m.in. polegała na gruntownej wymianie personalnej, szczególnie kadr kierowniczych. Następnie scharakteryzowano kolejne etapy kształtowania się modelu szkolenia kadr kierowniczych Policji w drugiej połowie lat 90. XX w. powiązanego z tworzeniem rezerwy kadrowej. Istotny wpływ na politykę kadrową i szkoleniową miała też reforma ustrojowa administracji terytorialnej w 1998 r.

In the article, the author presented the creation from scratch in the early nineties of training and improvement of the management staff of the Polish police. It was closely related to the transformation of the police services in our country, which, inter alia, it consisted in a thorough personnel exchange, especially of management personnel. Then, the successive stages of shaping the model of training the Police management staff in the second half of the nineties related to the creation of a staff reserve were characterized. The system reform of the territorial administration in 1998 also had a significant impact on the personnel and training policy.
