Przedstawia możliwe zastosowania wodoru, obowiązujące regulacje, dokumenty strategiczne, mechanizmy wsparcia oraz ich powiązania z działaniami podejmowanymi zarówno przez UE, jak i przez państwa aspirujące do roli globalnych eksporterów wodoru. Uwzględnia rekomendacje, potencjalne bariery oraz scenariusze porównujące poziom importu i spójność działań między państwami członkowskimi. Praca potwierdza hipotezę, że zbyt restrykcyjne regulacje oraz brak odpowiedniego wsparcia mogą ograniczyć rozwój rynku wodoru i zwiększyć zależność UE od importu.

The paper analyses the hydrogen policy of the European Union, comparing the planned production objectives and its impact of the policies on the import of hydrogen and its derivatives. It presents possible hydrogen applications, regulations, strategic documents, support mechanisms, and their relationship with the actions taken by both the EU and countries aspiring to become global hydrogen exporters. It takes into account recommendations, possible obstacles and a scenario comparison of the relationship between the level of import and uniformity between Member States. The work proves the hypothesis, that overly restrictive regulations and a lack of appropriate support may limit the development of the hydrogen market and increase EU dependence on imports.
