Polityka językowa Katalonii

Celem pracy jest analiza polityki językowej Wspólnoty Autonomicznej Katalonii w szerokim kontekście historycznym, społecznym, prawno-instytucjonalnym i międzynarodowym, ze szczególnym uwzględnieniem mechanizmów kształtowania polityki w regionie oraz wpływu zarówno uwarunkowań wewnętrznych, jak i zaleceń międzynarodowych. W pracy opisano strukturę administracyjno-językową Hiszpanii, podstawy ustrojowe wprowadzone Konstytucją z 1978 roku oraz podział terytorialny państwa, a także sytuację socjolingwistyczną regionu, w którym języki regionalne odgrywają istotną rolę w życiu społecznym. Praca uwzględnia regulacje i rekomendacje dotyczące wielojęzyczności oraz ochrony i promocji języków regionalnych i mniejszościowych, opracowane przez instytucje międzynarodowe: Unię Europejską, Radę Europy i UNESCO. Szczególną uwagę poświęcono polityce językowej Wspólnoty Autonomicznej Katalonii, omawiając jej uwarunkowania historyczne, społeczne i prawne oraz strategiczne dokumenty wyznaczające kierunki działań w zakresie ochrony i promocji języków współoficjalnych.

The aim of this paper is to analyse the language policy of the Autonomous Community of Catalonia in a broad historical, social, legal-institutional and international context, with particular emphasis on the mechanisms shaping policy in the region and the impact of both internal conditions and international recommendations. The paper outlines the administrative and linguistic structure of Spain, the constitutional foundations introduced by the 1978 Constitution, and the territorial division of the state, as well as the sociolinguistic situation of the region, in which regional languages play a significant role in social life. It further examines regulations and recommendations concerning multilingualism, as well as the protection and promotion of regional and minority languages, developed by international institutions such as the European Union, the Council of Europe and UNESCO. The analysis focuses specifically on the language policy of the Autonomous Community of Catalonia, discussing its historical, social and legal determinants, as well as the strategic documents that define policy directions in the field of protecting and promoting co-official languages.
