Wpływ wojny w Ukrainie na dynamikę i charakter cyberataków w Europie

W pracy przedstawiono wyniki badań dotyczących dynamiki i charakteru cyberataków w Europie ze szczególnym uwzględnieniem ich zmiany po pełnoskalowej inwazji Federacji Rosyjskiej na Ukrainę w lutym 2022 roku. Celem badań było zbadanie różnic w liczbie i charakterze cyberataków w kontekście konfliktu geopolitycznego oraz zbadanie ewolucji strategii dotyczących cyberbezpieczeństwa w obliczu zagrożenia. Przeprowadzono analizę danych statystycznych, literatury fachowej, raportów oraz oficjalnych dokumentów rządowych. Wyniki badań wskazują, że w ciągu ostatnich lat liczba cyberataków znacząco wzrasta i widoczny jest również jej gwałtowny wzrost po roku 2022. Zmianie uległ też charakter cyberataków - na znaczeniu wzrosły ataki związane z dostępnością oraz manipulowanie informacją. W pracy przedstawiono również aktualne oraz planowane działania rządu Rzeczypospolitej Polskiej mające na celu zwiększenie cyberbezpieczeństwa państwa oraz ochronę obywateli przed cyberzagrożeniami. Dokonano także oceny polskich strategii cyberbezpieczeństwa w obliczu nowych wyzwań. Przedstawiono także propozycje działań mających na celu zwiększenie poziomu cyberbezpieczeństwa, takie jak nowelizacja aktualnie obowiązujących ustaw oraz rozwój infrastruktury bezpieczeństwa cyberprzestrzeni kraju.

The paper presents the results of research on the dynamics and nature of cyberattacks in Europe, with particular emphasis on their change after the full-scale invasion of Ukraine by the Russian Federation in February 2022. The aim of the research was to examine the differences in the number and nature of cyberattacks in the context of the geopolitical conflict and to examine the evolution of cybersecurity strategies in the face of the threat. An analysis of statistical data, professional literature, reports, and official government documents was carried out. The research results indicate that in recent years the number of cyberattacks has been increasing significantly and its rapid increase is also visible after 2022. The nature of cyberattacks has also changed - attacks related to availability and information manipulation have become more important. The paper also presents current and planned activities of the government of the Republic of Poland aimed at increasing the cybersecurity of the state and protecting citizens from cyberthreats. An assessment of Polish cybersecurity strategies in the face of new challenges was also made. Proposals for actions aimed at increasing the level of cybersecurity - including amending currently applicable laws and developing the current cyberspace security infrastructure - are also presented.
