Improving organization and operation of primary school libraries in Vietnam’s Red River Delta region: diagnosis and recommendations

As reflected by local researchers, the primary school library system in Vietnam has been having difficulties serving its young readers for a long time. However, there has been very little extensive research on the school library system, even in the Red River Delta region (RRD) – the most densely populated of the country. With the goals of gaining a deep understanding of the library system and the factors that affect it, the researcher has conducted: (1) a literature review of relevant academic studies, national and organizational library guidelines, and legal documents (2) desk study about the status of librarianship in RRD, (3) quantitative research on teachers (n = 204), students (n = 825) and librarians (n = 105) of 10 schools in the area and (4) qualitative research through interviewing the principals (n = 10) of said schools. After discussing the factors as reflected by the above library stakeholders, the researcher proposes a theoretical model that includes all of them as well as external and legislative factors, from which to propose recommendations for the improvement of the state of primary school libraries’ operation and organization of not only this region but the whole Vietnam.
