Zadania i praktyka działania Gminy Glinojeck w systemie zarządzania kryzysowego

Przedmiotem pracy jest analiza aktualnego modelu zarządzania kryzysowego w Polsce na poziomie lokalnym na przykładzie gminy miejsko-wiejskiej. W pracy ukazano strukturę i organizację zarządzania kryzysowego na terenie miasta i gminy Glinojeck oraz wskazano podstawy prawne zarządzania kryzysowego w tej gminie. Zaprezentowano jednostki, instytucje i podmioty, które są odpowiedzialne za realizację zadań w zakresie zarządzania kryzysowego na poziomie gminy. Celem pracy jest zwrócenie uwagi na wagę fazy przygotowania, a w szczególności właściwej identyfikacji zagrożeń występujących na terenie miasta i gminy Glinojeck, ujętych w dokumentach planistycznych oraz ocena przygotowania gminy na potencjalne sytuacje kryzysowe, a także opinia na temat działań podejmowanych w przeszłości, w odpowiedzi na konkretne zagrożenia. Analiza dokumentów wykazała, że system zarządzania kryzysowego w gminie Glinojeck ma określone ustawami podstawy prawne, a jego struktura organizacyjna jest kompatybilna ze strukturami wyższych szczebli. Działania podejmowane przez powołane do tego organy są adekwatne do lokalnych zagrożeń i skutecznie im przeciwdziałają.

The subject of the thesis is an analysis of the current crisis management model in Poland at the local level, using the example of an urban-rural municipality. The study presents the structure and organization of crisis management in the town and municipality of Glinojeck and identifies the legal foundations of crisis management in this municipality. It also describes the units, institutions, and entities responsible for carrying out crisis management tasks at the municipal level. The aim of the thesis is to emphasize the importance of the preparedness phase, particularly the proper identification of threats occurring in the town and municipality of Glinojeck, as included in planning documents, as well as to assess the municipality’s preparedness for potential crisis situations, and also provide an opinion on actions undertaken in the past in response to specific threats. The analysis of the documents demonstrated that the crisis management system in the municipality of Glinojeck has a legal basis defined by statutory regulations, and its organizational structure is compatible with structures at higher administrative levels. The actions undertaken by the appointed authorities are adequate to local threats and effectively counteract them.
