Rola agregatora w prawie energetycznym w kontekście rozwoju usług elastyczności i integracji OZE

Niniejsza praca analizuje rozwój agregacji energii elektrycznej w kontekście transformacji energetycznej, ze szczególnym uwzględnieniem polskiego rynku energii elektrycznej i jego dostosowania do unijnych ram regulacyjnych. Agregacja jest analizowana jako mechanizm integrujący rozproszone zasoby, takie jak prosumenci, małe odnawialne źródła energii i elastyczność popytu, na rynkach energii. W opracowaniu zidentyfikowano kluczowe bariery rozwoju agregacji, w tym ograniczone zachęty rynkowe, niski udział elastycznego popytu oraz niepełny rozwój instrumentów wspierających, takich jak dynamiczne ceny i inteligentne opomiarowanie. Jednocześnie zwrócono uwagę na nowe czynniki, które mogą sprzyjać jej rozwojowi, w tym trendy elektryfikacji i ewoluujące modele społeczności energetycznych.

This paper analyses the development of electricity aggregation in the context of the energy transition, with a particular focus on the Polish electricity market and its adaptation to EU regulatory frameworks. Aggregation is examined as a mechanism integrating distributed resources such as prosumers, small-scale renewables, and demand-side flexibility into energy markets. The study identifies key barriers to the growth of aggregation, including limited market incentives, low participation of flexible demand, and incomplete development of supporting instruments such as dynamic pricing and smart metering. At the same time, it highlights emerging factors that may foster its development, including electrification trends and evolving energy community models.
