Abstrakt (PL)
Praca poświęcona jest problematyce bezpieczeństwa i etyki przetwarzania danych w miastach inteligentnych (smart city). Dynamiczny rozwój technologii informacyjno-komunikacyjnych, Internetu Rzeczy oraz systemów monitoringu powoduje, że dane stają się jednym z najważniejszych zasobów współczesnych miast. Umożliwiają one usprawnienie zarządzania infrastrukturą miejską, poprawę jakości usług publicznych, zwiększenie bezpieczeństwa mieszkańców oraz wspieranie zrównoważonego rozwoju. Jednocześnie ich gromadzenie i analiza rodzą liczne wyzwania związane z ochroną prywatności, bezpieczeństwem informacji oraz przestrzeganiem zasad etycznych. Celem pracy była analiza problematyki bezpieczeństwa i etyki przetwarzania danych w funkcjonowaniu miast inteligentnych oraz ocena sposobów zapewnienia ochrony informacji i poszanowania zasad etycznych przy jednoczesnym efektywnym wykorzystaniu danych w zarządzaniu miastem. W pracy podjęto próbę identyfikacji zagrożeń związanych z przetwarzaniem danych miejskich, oceniono obowiązujące rozwiązania prawne i organizacyjne oraz wskazano dobre praktyki wspierające odpowiedzialny rozwój koncepcji smart city. W części teoretycznej omówiono istotę i funkcjonowanie miast inteligentnych, znaczenie danych w procesach zarządzania miejskiego, charakterystykę danych gromadzonych przez systemy smart city oraz zagrożenia dla bezpieczeństwa informacji. Szczególną uwagę poświęcono roli monitoringu miejskiego, jego integracji z innymi systemami oraz aspektom prawnym i etycznym związanym z przetwarzaniem danych. W części analitycznej przeprowadzono studium przypadku Singapuru jako jednego z najbardziej zaawansowanych technologicznie miast inteligentnych na świecie. Następnie dokonano analizy i porównania wybranych rozwiązań stosowanych w Barcelonie, Amsterdamie i Kopenhadze. Przeprowadzone analizy potwierdziły, że wzrost ilości gromadzonych danych zwiększa ryzyko naruszeń bezpieczeństwa informacji i prywatności mieszkańców. Wykazano również, że obowiązujące regulacje prawne stanowią istotny element ochrony danych, jednak ich skuteczność wymaga wsparcia przez rozwiązania techniczne, organizacyjne oraz standardy etyczne. Wyniki badań wskazują, że skuteczne funkcjonowanie miast inteligentnych wymaga zachowania równowagi pomiędzy wykorzystaniem nowoczesnych technologii a poszanowaniem praw obywatelskich, transparentnością działań administracji oraz budowaniem społecznego zaufania do procesów przetwarzania danych.

This bachelor's thesis addresses the issues of security and ethics of data processing in smart cities. The rapid development of information and communication technologies, the Internet of Things and urban monitoring systems has made data one of the most valuable resources of modern cities. Data-driven solutions support urban infrastructure management, improve the quality of public services, enhance public safety, and contribute to sustainable development. At the same time, the collection and analysis of large amounts of data raise significant concerns regarding privacy protection, information security, and ethical standards. The main objective of the thesis was to analyze the security and ethical aspects of data processing in smart cities and to evaluate methods of ensuring information protection and ethical compliance while maintaining effective data-driven urban management. The study aimed to identify risks associated with urban data processing, assess existing legal and organizational frameworks, and present best practices supporting the responsible development of smart city initiatives. The theoretical part discusses the concept of smart cities, the role of data in urban governance, the characteristics of data collected by smart city systems, and threats to information security. Particular attention is devoted to urban surveillance systems, their integration with other municipal systems, and the legal and ethical implications of data processing. The analytical part includes a case study of Singapore as one of the world's most technologically advanced smart cities. It also presents a comparative analysis of selected smart city solutions implemented in Barcelona, Amsterdam, and Copenhagen. The conducted analysis confirmed that the growing volume of collected data increases the risk of information security breaches and privacy violations. The study also demonstrated that existing legal regulations constitute an important mechanism for data protection; however, their effectiveness should be supported by appropriate technical, organizational, and ethical measures. The findings indicate that the successful development of smart cities requires a balance between technological innovation and the protection of citizens' rights, transparency in public administration, and the strengthening of public trust in data processing practices.
