Praca przedstawia ewolucję regulacji prawnych dotyczących gospodarki odpadami komunalnymi w Polsce po 1990 roku. Omawia ona istotę gospodarki odpadami oraz związane z nią zadania jednostek samorządu terytorialnego. Przeanalizowano w niej zmiany systemowe po reformie samorządowej, wpływ prawa Unii Europejskiej oraz najważniejsze akty prawne regulujące ten obszar. W pracy wskazano także najważniejsze problemy współczesnego systemu, takie jak wzrost kosztów, trudności z osiąganiem poziomów recyklingu oraz niestabilność przepisów. Zakończenie stanowi analizę porównawczą funkcjonowania gospodarki odpadami z początku lat 90-tych i obecnej, mającą na celu ukazanie zmian w efektywności systemu oraz ich kierunku.

This study presents the evolution of legal regulations concerning municipal waste management in Poland after 1990. It discusses the essence of waste management and the responsibilities of local government units related to this area. The study analyzes the systemic changes introduced after the local government reform, the impact of European Union law, and the most important legal acts regulating this field. The thesis also identifies the major problems of the contemporary system, such as rising costs, difficulties in achieving recycling targets, and the instability of regulations. The conclusion provides a comparative analysis of the functioning of waste management in the early 1990s and today, aiming to demonstrate changes in the efficiency of the system and the direction of those changes.
