Rada Europy wobec agresji Federacji Rosyjskiej na Ukrainę

Zbrojna agresja Federacji Rosyjskiej na Ukrainę przyniosła poważne konsekwencje dla ochrony praw człowieka. Rada Europy jako najważniejsza organizacja regionalna dysponująca instrumentami monitorowania praw człowieka w państwach członkowskich, stanęła przed wyzwaniem zareagowania na bezprawne działania Federacji Rosyjskiej. Praca dotyczy reakcji Rady Europy na rosyjską agresję i konsekwencji podjętych przez organizację decyzji. Uwzględniono okres po aneksji Krymu w 2014 roku, sytuację praw człowieka w trakcie konfliktu na wschodzie Ukrainy oraz eskalację działań zbrojnych po 24 lutego 2022 roku. Analizie poddano działania głównych organów i instytucji Rady Europy, w tym m.in. Komitetu Ministrów, Zgromadzenia Parlamentarnego, Komisarza Praw Człowieka, a także Europejskiego Trybunału Praw Człowieka. Kluczowa była także prezentacja postanowień Szczytu Rady Europy w Reykjaviku, który odbył się w maju 2023 roku.

The armed aggression of the Russian Federation against Ukraine has had serious consequences for the protection of human rights. The Council of Europe, as the most important regional organization with instruments for monitoring human rights in member states, faced the challenge of responding to the illegal actions of the Russian Federation. The work concerns the reaction of the Council of Europe to Russian aggression and the consequences of the decisions made by the organization. The period after the annexation of Crimea in 2014, the human rights situation during the conflict in eastern Ukraine and the escalation of military operations after February 24, 2022 were taken into account. The activities of the main bodies and institutions of the Council of Europe were analyzed, including: the Committee of Ministers, the Parliamentary Assembly, the Commissioner for Human Rights, and the European Court of Human Rights. The presentation of the resolutions of the Council of Europe Summit in Reykjavik, which took place in May 2023, was also crucial.
