Wewnętrzne i zewnętrzne destymulanty rozwoju portu lotniczego Berlin-Brandenburg

Celem niniejszej pracy jest analiza i charakterystyka czynników wewnętrznych oraz uwarunkowań zewnętrznych wpływających na realizacją dużego projektu infrastrukturalnego, jakim była budowa portu lotniczego Berlin Brandenburg im. Willy’ego Brandta. W początkowych rozdziałach została przedstawiona teoria związana z rozwojem lotnictwa w XX oraz XXI wieku, a także przesłanki skłaniające władzę niemieckie do podjęcia się tak dużej inwestycji, jaką jest budowa nowego portu lotniczego dla miasta stołecznego. Przeanalizowany został również cały proces decyzyjno-budowlany. Na podstawie przeglądu literatury przedmiotu oraz wizyty autora na lotnisku Berlin Brandenburg sformułowane zostały główne przyczyny oraz skutki opóźnionego otwarcia nowego portu lotniczego, z podziałem na czynniki wewnętrzne oraz uwarunkowania zewnętrzne. W ostatniej części pracy zweryfikowane zostały hipotezy badawcze, udzielone zostały odpowiedzi na pytania badawcze oraz wskazane zostały prognozy, perspektywy i rekomendacje zarówno dla samego lotniska Berlin Brandenburg, jak również innych, podobnie dużych projektów infrastrukturalnych.

The aim of this thesis is to analyze and characterize the internal factors and external conditions influencing the implementation of a large infrastructure project, namely the construction of Berlin Brandenburg Airport, named after Willy Brandt. The initial chapters present the theory related to the development of aviation in the 20th and 21st centuries, as well as the premises that prompted the German authorities to undertake such a large-scale investment as the construction of a new airport for the capital city. The entire decision-making and construction process has also been analyzed. Based on a review of the relevant literature and the author's visit to Berlin Brandenburg Airport, the main causes and effects of the delayed opening of the new airport have been identified, divided into internal factors and external conditions. In the final part of the thesis, research hypotheses are verified, research questions are answered, and forecasts, perspectives, and recommendations are provided—both for Berlin Brandenburg Airport itself and for other similarly large infrastructure projects.
