Rola INTERPOL-u w działaniach Polskiej Policji na rzecz zwalczania przestępczości międzynarodowej

Praca magisterska poświęcona została analizie współpracy Polskiej Policji z Interpolem w latach 2020-2024 roku. Jej celem była ocena skuteczności wykorzystania narzędzi tej organizacji, wskazanie głównych obszarów działań oraz identyfikacja wyzwań i perspektyw rozwoju tej współpracy. W badaniach skoncentrowano się na czterech problemach: zakresach korzystania z zasobów Interpolu, efektywności stosowanych narzędzi, napotykanych trudnościach oraz ocenie współpracy wobec zagrożeń takich jak cyberprzestępczość i terroryzm. Analiza dokumentów oraz badania ankietowe pozwoliły potwierdzić, że Polska Policja skutecznie wykorzystuje systemy wymiany informacji i bazy danych Interpolu, a szczególną rolę odgrywa zwalczanie przestępczości transgranicznej, cyberprzestępczości i terroryzmu. Wskazano jednak na liczne bariery - m.in. różnice prawne między państwami, ograniczenia w przepływie informacji czy kwestie kadrowo-finansowe. Podkreślono także rosnące znaczenie digitalizacji i konieczność zwiększenia widoczności Interpolu w przestrzeni publicznej. Ostatecznie stwierdzono, że Interpol stanowi kluczowy filar bezpieczeństwa międzynarodowego, a Polska Policja jest jego aktywnym uczestnikiem, choć dalszy rozwój współpracy wymaga adaptacji do dynamicznie zmieniających się zagrożeń.

The master's thesis was devoted to the analysis of cooperation between the Polish Police and Interpol in the years 2020-2024. Its aim was to assess the effectiveness of the use of the organisation's tools, indicate the main areas of activity and identify the challenges and prospects for the development of this cooperation. The research focused on four issues: the scope of use of Interpol's resources, the effectiveness of the tools used, the difficulties encountered, and the assessment of cooperation in the face of threats such as cybercrime and terrorism. Document analysis and surveys confirmed that the Polish Police effectively uses Interpol's information exchange systems and databases, with a particular focus on combating cross-border crime, cybercrime and terrorism. However, numerous barriers were identified, including legal differences between countries, restrictions on the flow of information, and staffing and financial issues. The growing importance of digitalisation and the need to increase Interpol's visibility in the public sphere were also emphasised. Ultimately, it was concluded that Interpol is a key pillar of international security and that the Polish Police is an active participant in it, although further development of cooperation requires adaptation to dynamically changing threats.
