Praca dotyczy bezpieczeństwa najważniejszych osób w Polsce w kontekście zmian regulacji lotów o statusie HEAD. Jej celem było ukazanie, w jakim stopniu ewolucja przepisów przyczyniła się do stworzenia bardziej spójnych i sformalizowanych warunków organizacyjno-prawnych bezpieczeństwa osób pełniących najwyższe funkcje w państwie. Omówiono pojęcie najważniejszych osób w państwie, charakterystykę lotów HEAD oraz instytucje odpowiedzialne za ich planowanie, przygotowanie i realizację. Szczególną uwagę poświęcono zmianom regulacyjnym w kluczowych dokumentach normatywnych odnoszących się do powyższego tematu. Przeprowadzona analiza wskazuje, że wprowadzone zmiany przyczyniły się do większej jednoznaczności procedur, lepszego uporządkowania podziału kompetencji oraz usprawnienia obiegu informacji między podmiotami odpowiedzialnymi za organizację lotów. Podkreślono również znaczenie czynnika ludzkiego, wyszkolenia załóg oraz odporności systemu na presję decyzyjną. Wnioski z pracy pozwalają stwierdzić, że zmiany regulacji lotów o statusie HEAD nie eliminują całkowicie ryzyka, jednak tworzą bardziej przejrzyste i sformalizowane ramy bezpieczeństwa najważniejszych osób w państwie.

The thesis concerns the security of key state officials in Poland in the context of changes to HEAD flight regulations. Its aim was to show the extent to which the evolution of these regulations contributed to the creation of more coherent and formalized organizational and legal conditions for the security of persons holding the highest offices in the state. The thesis discusses the concept of key state officials, the characteristics of HEAD flights, and the institutions responsible for their planning, preparation, and execution. Particular attention was paid to regulatory changes in key normative documents related to the subject. The analysis indicates that the introduced changes contributed to greater clarity of procedures, a better organization of the division of responsibilities, and improved information flow between the entities responsible for organizing flights. The importance of the human factor, crew training, and the system’s resistance to decision-making pressure was also emphasized. The conclusions of the thesis make it possible to state that changes to HEAD flight regulations do not completely eliminate risk; however, they create a more transparent and formalized security framework for key state officials.
