Polityka władz II Rzeczypospolitej w województwie poleskim w świetle Dokumentów do Dziejów Kresów Północno-Wschodnich

Celem niniejszej pracy magisterskiej jest omówienie polityki władz II Rzeczypospolitej realizowanej na Polesiu w dwudziestoleciu międzywojennym. Jej najważniejsze kierunki i cele zostały zrekonstruowane na podstawie dokumentów sporządzonych przez przedstawicieli lokalnej administracji. Główny przedmiot analizy stanowią protokoły z zebrań wojewodów i starostów oraz raporty, referaty, decyzje i inne materiały urzędowe, wchodzące w skład trzech zbiorów należących do serii Dokumenty do Dziejów Kresów Północno-Wschodnich. Dotyczą one przede wszystkim działalności wojewodów poleskich, których zadaniem jako przedstawicieli rządu w terenie, było wcielanie w życie założeń polskiej polityki wschodniej. Praca składa się z pięciu rozdziałów. Jej zasadniczą częścią jest przedstawienie różnych aspektów regionalnej polityki: narodowościowego, społecznego, gospodarczego, związanego z bezpieczeństwem wewnętrznym i strategią postępowania aparatu administracji. Stosunek miejscowych urzędników do wieloetnicznej społeczności Polesia, działających tam organizacji mniejszości narodowych, Cerkwi prawosławnej, a także przyjęte metody walki z ruchem komunistycznym i separatystycznym, pozwolą ukazać, jak wyglądała polityka prowadzona tam przez państwo. Istotny element obrazu regionalnej polityki stanowią też plany rozwoju gospodarczego projektowane przez polskich polityków, które miały wpłynąć na modernizację województwa. Ponadto w strukturze pracy nie mogło zabraknąć miejsca na opis warunków życia na Polesiu i podstawowych problemów regionu, najbiedniejszego w międzywojennym państwie polskim. Ważną częścią rozważań jest także omówienie struktury ludnościowej Polesia, ze szczególnym uwzględnieniem społeczności Poleszuków, w której władze państwowe podkładały największe nadzieję na polonizację.

The goal of this Master's thesis is to discuss the policy of the authorities of the Second Polish Republic implemented in Polesie in the interwar period. Its most important directions and objectives have been reconstructed on the basis of documents drawn up by representatives of the local administration. The main subject of analysis are the protocols of the meetings of voivodes and starosts, as well as reports, papers, decisions and other official materials included in the three collections belonging to the series Documents for the History of the North-Eastern Borderlands. They deal primarily with the activities of Polesie voivodes, whose task, as representatives of the government in the field, was to put into practice the principles of Polish eastern policy. The work consists of five chapters. Its essential part is the presentation of various aspects of regional policy: national, social, economic, related to internal security and the strategy of conduct of the administrative apparatus. The attitude of local officials to the multi-ethnic community of Polesia, the national minority organizations operating there, the Orthodox Church, as well as the methods adopted to combat communist and separatist movements, will show what the policy pursued there by the state looked like. An important part of the picture of regional policy is provided by the economic development plans designed by Polish politicians to influence the modernization of the voivodship. In addition, the structure of the work could not lack space for a description of living conditions in Polesia and the basic problems of the region, the poorest in the interwar Polish state. An important part of the considerations is also a discussion of the population structure of Polesie, with particular emphasis on the Polesie community, in which the state authorities placed the greatest hope for Polonisation.
