The Shark and Remora Fish: The Dominican Republic's asymmetric security relationship with the United States

Niniejszy artykuł analizuje asymetryczne relacje w zakresie bezpieczeństwa między Republiką Dominikańską a Stanami Zjednoczonymi. Ocenia, czy USA przyczyniają się do realizacji celów bezpieczeństwa Republiki Dominikańskiej i w jakim stopniu tak się dzieje. Podczas gdy dotychczasowe badania na temat Republiki Dominikańskiej koncentrują się na jej gospodarce, ekoturystyce i rolnictwie, bardzo niewiele napisano na temat bezpieczeństwa regionalnego w kontekście Republiki Dominikańskiej i Karaibów, poza regionalną rolą Kuby. Celem jest przyczynienie się do wypełnienia tej luki badawczej. W artykule dowodzi się, że relacje między Republiką Dominikańską a USA stanowią doskonały przykład zdrowej dynamiki bezpieczeństwa między supermocarstwem a mniejszym państwem: mniejsze państwo czerpie korzyści z obecności hegemona i jest w stanie osiągnąć swoje cele w zakresie bezpieczeństwa regionalnego. Niniejszy artykuł ma na celu przedstawienie i zbadanie potrzeb oraz roli Republiki Dominikańskiej w bezpieczeństwie regionalnym, z uwzględnieniem wpływu jej asymetrycznych relacji z USA. Wykorzystując to studium przypadku, możemy przedstawić rzeczywistość, w której relacje między demokratycznym supermocarstwem a mniejszym, rozwijającym się państwem demokratycznym nie muszą automatycznie oznaczać, że odbywa się to kosztem tego drugiego państwa.

This paper examines the asymmetric security relationship between the Dominican Republic and the United States. It assesses whether the U.S. contributes to the Dominican Republic's security goals and if so, the extent of that contribution. While existing research on the Dominican Republic focuses on its economy, ecotourism, and agriculture, very little has been written on regional security as it pertains to the Dominican Republic and the Caribbean, outside of Cuba’s regional role. The aim is to contribute to closing that research gap. This paper argues that the relationship between the Dominican Republic and the USA is an excellent example of a healthy security dynamic between a superpower and a smaller state: the smaller state benefits from the presence of the hegemon and can meet its regional security goals. This paper aims to present and examine the needs and role of the Dominican Republic in regional security, with the impact of its asymmetric relationship with the US. Using this case study, we can present the reality that the relationship between a democratic superpower and a smaller developing democratic state does not automatically mean that it is at the expense of the state.
