The article discusses the issues of participatory budgeting/citizen budgeting as a form of redistributing public funds that can be implemented at the national level rather than just territorially. It outlines the main forms of legal regulations in force around the world related to introducing participatory budgeting solutions. Based on current statistics, the article also compares the number of entities in each continent where participatory budgeting has been introduced, and addresses the impact of COVID-19 on the process of creating and continuing participatory budgeting solutions. It addresses a key issue: the world's first solution in the field of participatory budgeting introduced at the national level in Portugal.
