Problematyka języka w postępowaniu administracyjnym w kontekście wybranych kryzysów humanitarnych w XXI w.

Praca poświęcona jest problematyce języka w postępowaniu administracyjnym w kontekście wybranych kryzysów humanitarnych w XXI w. W rozdziale pierwszym omówiono rolę języka polskiego jako języka urzędowego, analizując pojęcie języka urzędowego, zakres zastosowania ustawy o języku polskim oraz pozycję tłumacza przysięgłego w systemie prawnym. Kolejny rozdział koncentruje się na problematyce języka w procedurze administracyjnej, w tym na wykorzystywaniu w postępowaniu obcojęzycznych dokumentów, kwestii języka w czynnościach procesowych, a także na czynnościach procesowych z udziałem cudzoziemców w świetle ustawy o cudzoziemcach. W ostatnim rozdziale mowa jest natomiast o wybranych postępowaniach administracyjnych związanych z kryzysami humanitarnymi w XXI w. Wśród nich znalazły się postępowania w sprawie udzielenia ochrony międzynarodowej na terytorium Polski, postępowania na podstawie tzw. specustawy ukraińskiej oraz postępowania w sprawie pozwolenia na pracę.

The subject of this thesis is the issue of language in administrative proceedings in the context of selected humanitarian crises in the 21st century. The first chapter is about the role of Polish as the official language, analysing the notion of official language, the scope of application of the Act on Polish Language and the position of the certified translator in the legal system. The next chapter focuses on the issue of language in administrative procedure, including the use of foreign language documents in proceedings, the issue of language in procedural actions, as well as procedural actions involving foreigners in the light of the Act on Foreigners. The last chapter is about selected administrative proceedings related to humanitarian crises in the 21st century. These include proceedings on the granting international protection on the territory of Poland, proceedings based on the Special Act on assistance to citizens of Ukraine in connection with the armed conflict on the territory of Ukraine and proceedings on work permits.
