Mołdawia w strategii Unii Europejskiej i Rosji

Celem tej rozprawy było przedstawienie strategicznej rywalizacji Rosji i Unii Europejskiej w Mołdawii, która pomimo peryferyjnego położenia na mapie Europy, stanowi istotny element budowy strefy wpływów w Europie Wschodniej. Jednym ze strategicznych celów Rosji jest odbudowanie strefy wpływów w państwach dawnego Związku Radzieckiego, w tym w Mołdawii. Z kolei Unia Europejska próbuje budować strefę wpływów w bezpośrednim sąsiedztwie wspólnoty, bez gwarancji przyszłej integracji Mołdawii z UE (w Umowie Stowarzyszeniowej brak zapisów dotyczących tej kwestii). Rosja buduje relacje z UE w oparciu o narzędzia z zakresu Hard Power, opierając swoją politykę na presji ekonomicznej (w postaci sankcji gospodarczych i regulacji cen gazu), politycznej i militarnej (obecność wojsk w Naddniestrzu). Unia Europejska natomiast buduje swoją pozycję w Mołdawii wykorzystując narzędzia Soft Power, polegające na pomocy ekonomicznej i wspieraniu społeczeństwa obywatelskiego w demokratycznych reformach państwa.

The aim of the dissertation is to present the strategic rivalry between Russia and the European Union (EU) in Moldova, which is an important component in the struggle for influence in Eastern Europe, despite its peripheral location. One of Russia's strategic goals is to reconstruct the sphere of influence on the territories of the former Soviet Union and Moldova is part of the plan. The European Union on the other hand, is trying to build an area of influence in the immediate vicinity of the EU community border but offers Moldova no guarantee of future integration. The Association Agreement with EU makes no provisions with regard to future integration. In building its relations with EU Russia makes use of Hard Power instruments such as economic pressure (economic sanction , gas-price regulation) as well as political and military coercion (military presence in Transnistria). The European Union fulfills its assignment in Moldova with Soft Power tools based on economic assistance and support and promotion of democratic reforms.
