Financing social insurance in the context of labour market challenges and demographic processes

dc.abstract.enThe Polish social insurance system faces many developmental challenges. The most serious challenges are as follows: demographic (mainly related to the population aging), economic (resulting mainly from the changes in the labour market), legal (con-cerning the simplification of coverage rules and ensuring the adequacy of pensions), fi-nancial (concerning the maintenance of the financial stability of the Social Insurance Fund) and challenges that are a direct consequence of the COVID-19 pandemic. This paper describes synthetically the main principles of social security, and then characterises the social insurance system , with the focus on the definition of the entitlement to benefits, types of benefits and their financing principles. Major challenges faced by the system have been identified. The attention was paid to threats and solutions helping to eliminate them.
dc.abstract.plPolski system ubezpieczeń społecznych stoi przed wieloma wyzwaniami rozwojowymi. Najpoważniejsze z nich to wyzwania o charakterze demograficznym (związane głównie ze starzeniem się populacji), ekonomicznym (wynikające przede wszystkim z sytuacji na rynku pracy), prawnym (dotyczące uproszczenia zasad ubezpieczenia społecznego i zapewnienia adekwatności emerytur), finansowym (skupione wokół utrzymania stabilności finansowej Funduszu Ubezpieczeń Społecznych) oraz wyzwania, które są bezpośrednią konsekwencją pandemii COVID-19. W tekście syntetycznie opisano główne zasady zabezpieczenia społecznego, a następnie scharakteryzowano system ubezpieczeń społecznych, zwracając uwagę na określenie prawa do świadczeń, rodzaje świadczeń i zasady ich finansowania. Wskazano główne wyzwania, przed jakimi stoi ten system. Zwrócono uwagę zarówno na zagrożenia, jak i na rozwiązania pomagające w ich niwelowaniu.
