Sharp power jako narzędzie autorytarnego wpływu Federacji Rosyjskiej w Europie Środkowej (na przykładzie Republiki Czeskiej)

Niniejsza praca koncentruje się na polityce zagranicznej Federacji Rosyjskiej w Europie Środkowej, w szczególności w Republice Czeskiej. Do zbadania specyfiki osiągania celów za granicą autor wykorzystuje koncepcję sharp power. Jest to narzędzie, sposób, w jaki kraj autorytarny może osiągnąć pożądany rezultat nie poprzez wojnę a nawet nie poprzez współpracę lub promowanie atrakcyjności własnego systemu politycznego, ale poprzez manipulowanie i demonstrowanie niezdolności innego systemu politycznego do istnienia. Praca magisterska analizuje następujące elementy sharp power Federacji Rosyjskiej w Czechach: kulturę, dezinformację, media, diasporę, polityczne siły opozycyjne po skrajnej lewej i prawej stronie spektrum oraz organizacje pozarządowe non–profit. Najpierw autor bada związek między soft power, strategiami rosyjskiej polityki zagranicznej i tym, jak wyłania się z tego koncepcja sharp power, w drugim rozdziale pokazuje historyczne tło stosunków czesko–rosyjskich. W trzecim i czwartym rozdziale analizuje się rosyjską sharp power w sektorach polityki, społeczeństwa obywatelskiego i technologii informacyjnych, a także omówione zostają mechanizmy obronne Republiki Czeskiej w sferze informacyjnej.

This paper focuses on the foreign policy of the Russian Federation in Central Europe, in particular in the Czech Republic. To explore the specifics of achieving goals abroad, the author uses the concept of sharp power. It is a tool, a way for an authoritarian country to achieve a desired outcome not through war and not even through cooperation or promoting the attractiveness of its own political system, but by manipulating and demonstrating the inability of another political system to exist. The thesis analyses the following elements of the Russian Federation's sharp power in the Czech Republic: culture, disinformation, media, the diaspora, political opposition forces on the extreme left and right of the spectrum, and non-profit NGOs. First, the author explores the relationship between soft power, Russian foreign policy strategies and how the concept of sharp power emerges from them, in the second chapter it is shown the historical background of Czech-Russian relations. The third and fourth chapters analyse Russian sharp power in the political, civil society and information technology sectors, and discuss the Czech Republic's defence mechanisms in the information sphere.
