dc.abstract.enThe master's thesis focuses on the analysis of the organizational structures and selected functions of the National Broadcasting Council and the National Council of Ukraine on Television and Radio Broadcasting. The subject aims to understand the roles these bodies play in regulating the media market in Poland and Ukraine. The thesis discusses in detail the legal status of both Councils, as well as their basic operational principles, such as the procedures for appointing and dismissing members, the duration of their terms, work regulations and internal organization. It also analyzes the main tasks and competencies of both bodies, focusing on their licensing, legislative, supervisory, and oversight activities. An important aspect of the work was to define the role these institutions play in the national media systems and to assess their impact on shaping the information landscape and adherence to media pluralism principles. One of the key elements of the thesis was a comparative analysis of the status and the methods of appointing members of the National Broadcasting Council (KRRiT) and the National Council of Ukraine on Television and Radio Broadcasting (KRUTiR), based on the applicable legal acts in both countries. The study took into account the differences arising from political, economic and social conditions that influence the formation of these bodies. Special attention was paid to the methods of appointing members, the length of terms, and the potential influence of political currents on the decisions made in the media sphere. The thesis indicates the need to strengthen the independence of both Councils through changes in the procedures for appointing members and ensuring greater involvement of experts and individuals independent of political influences. Solutions were proposed that could lead to more pluralistic and transparent organizational structures. Only in this way will it be possible for both Councils to effectively fulfill their core mission—ensuring free, secure, and pluralistic media accessible to citizens of both countries.
dc.abstract.plPraca magisterska dotyczy analizy struktur organizacyjnych oraz wybranych funkcji Krajowej Rady Radiofonii i Telewizji oraz Krajowej Rady Ukrainy ds. Telewizji i Radiofonii. Podjęty temat ma na celu zrozumienie, jakie role pełnią te organy w regulacji rynku medialnego w Polsce i w Ukrainie. W pracy szczegółowo omówiono status prawny obu Rad, a także podstawowe zasady ich działania, takie jak procedury powoływania i odwoływania członków, czas trwania kadencji, regulaminy prac oraz organizację wewnętrzną. Przeanalizowano również główne zadania i kompetencje obu organów, skupiając się na ich działalności koncesyjnej, prawodawczej, kontrolnej i nadzorczej. Ważnym aspektem pracy było określenie roli, jaką pełnią te instytucje w krajowych systemach medialnych, oraz ocena ich wpływu na kształtowanie ładu informacyjnego i przestrzeganie zasad pluralizmu mediów. Jednym z kluczowych elementów pracy była analiza porównawcza składu oraz sposobu powoływania członków KRRiT i KRUTiR, przeprowadzona w oparciu o obowiązujące akty prawne w obu krajach. Badanie uwzględniło różnice wynikające z uwarunkowań politycznych, ekonomicznych i społecznych, które wpływają na kształtowanie tych organów. Szczególną uwagę poświęcono sposobowi powoływania członków, długości kadencji oraz potencjalnemu wpływowi sił politycznych na decyzje podejmowane w sferze medialnej. Praca wskazuje na potrzebę wzmocnienia niezależności obu Rad poprzez zmiany w procedurach powoływania członków oraz zapewnienie większego udziału ekspertów i osób niezależnych od wpływów politycznych. Zaproponowano rozwiązania, które mogą prowadzić do bardziej pluralistycznych i transparentnych struktur organizacyjnych. Tylko w ten sposób możliwe będzie skuteczne pełnienie przez obie Rady ich podstawowej misji – zapewnienia wolnych, bezpiecznych i pluralistycznych mediów, dostępnych dla obywateli obu krajów.
