The Role of Qatar's Foreign Policy in resolving the Syria Civil War since 2011

dc.abstract.enQatar’s understanding of its place in the global order is shaped by a unique combination of geographic, economic, and demographic factors, as well as the strategic vision of its ruling elites. Located at the heart of the Arab/Persian Gulf, Qatar occupies a position of significant geopolitical importance, allowing it to influence regional dynamics despite its modest size. Its vast natural gas reserves and considerable economic wealth have propelled Qatar onto the global stage, giving it disproportionate influence relative to its size and population. However, Qatar’s small geographic area and limited population also render it vulnerable to external pressures, making regional stability a key priority of its foreign policy. To maintain its sovereignty and security, Qatar has embraced a policy of balancing relationships with rival regional powers, such as Saudi Arabia and Iran, while projecting its influence globally through strategic investments, media diplomacy, and active engagement in international affairs. Qatar’s involvement in the Syrian conflict reflects its claimed commitment to justice, peace, and human rights. Since the civil war’s onset in 2011, Qatar has consistently condemned Bashar Al-Assad regime’s atrocities and advocated for international pressure to revive Syria’s constitutional negotiations. It has called for a comprehensive political solution to end the crisis, emphasizing the need for a peaceful transition that ensures Syria’s stability and sovereignty. These efforts align with Qatar’s broadly-announced foreign policy objectives of supporting humanitarian causes and promoting peaceful conflict resolution in the Middle East. Beyond diplomacy, Qatar has urged the international community to address the humanitarian consequences of the Syrian conflict and hold Al-Assad regime accountable for war crimes and human rights abuses. Its active engagement in Syria underscores its self-claimed dual role as a humanitarian leader and regional mediator. By championing justice and reconciliation, Qatar reinforces its influence in regional affairs while demonstrating its commitment to global peace and stability. This approach reflects Qatar’s broader strategy of using its resources and soft power to secure its position as a key actor in regional and international diplomacy.
