dc.abstract.enThis thesis presents the topic of housing policy by using the example of an auxiliary unit of local government - the Białołęka district of the capital city of Warsaw. The paper discusses the legal basis of the local government's functioning in the housing policy field. It describes the current state of housing resources in the city and the district and addresses the issue of tasks in the field of housing policy, which the commune is obliged to perform by law. The paper also deals with the most common challenges faced by the district today in the context of providing housing assistance to the citizens of the capital city of Warsaw, as well as the strategies and far-reaching goals it is undertaking to improve the living conditions of its residents in the future.
dc.abstract.plNiniejsza praca przedstawia zagadnienie polityki mieszkaniowej na przykładzie jednostki pomocniczej samorządu terytorialnego – dzielnicy Białołęka m.st. Warszawy. Praca omawia podstawy prawne funkcjonowania samorządu terytorialnego w zakresie polityki mieszkaniowej. Opisuje aktualny stan zasobów mieszkaniowych miasta, jak i dzielnicy oraz porusza zagadnienie zadań z zakresu polityki mieszkaniowej, do których wykonania ustawowo obligowana jest gmina. Praca traktuje także o najczęstszych problemach, z jakimi zmaga się w obecnych czasach dzielnica w kontekście udzielania pomocy mieszkaniowej obywatelom miasta stołecznego Warszawy, jak i o strategiach i dalekosiężnych celach, które podejmuje w celu poprawy sytuacji bytowej swoich mieszkańców w przyszłości.
